iLovePDF
Business plan adds custom pricing for teams plus e-signature, which covers vendor agreements and onboarding paperwork a growing remote team actually deals with.
Smallpdf
Team plan adds centralized billing and member management, a cleaner fit than per-person individual accounts across a distributed team.
Sejda
No real team-tier plan here, better suited to an individual than a shared team workflow.
Adobe Acrobat (online tools)

If you need the team features, shared billing, admin controls, e-signature for vendor work, Smallpdf Team or iLovePDF Business are the honest picks. PDF Hammer is a fine tool to hand an individual teammate for a one-off task, it just isn’t built as a team product yet.
